This could maybe be worked around by editing savegames, but if the player nation is fixed in the savegame, every playable nation would require its own edited savegame, so making imperial vassals, or less important nations playable would be an endless chore. There may be large decaying empires in the galaxy, but they're not playable, and there are no preset maps with existing nations to pick from.
